Account Verification Explained

The identity checks a British betting account must pass, and what to do when one stalls.

Betting account verification is not a courtesy check run after the fact. It is a legal gate that sits in front of the first deposit and the first stake. The information must include name, address and date of birth as a minimum.

What the law requires before a first bet

The tighter regime dates from 2019. That last point catches people out. A bonus or free bet is not a trial run outside the rules. It counts as gambling, and it cannot be used by an unverified customer. Existing accounts were not exempt. Where a customer's name, address or date of birth had not yet been verified, the Commission expected that verification to be completed before the customer next gambled, from 7 May 2019. On 3 May 2019 the Commission restated the point bluntly: operators must prevent any unverified customer from gambling until they have gone through the verification process.

How identity checks work

Identity verification has a defined job. In guidance for remote operators, the Commission says the process must, at a minimum, assure that a customer exists and that their name, address and date of birth all match to the same individual. Matching is the operative word. Three correct-looking pieces of data that belong to three different people do not satisfy the condition. The check has to tie them together.

Why documents are sometimes asked for later

Plenty of customers bet for weeks and then receive a request for paperwork. That does not mean the earlier check was invalid. The Commission's public guidance on age, ID and financial verification treats further checks as part of a wider verification picture, with financial verification sitting alongside the age and identity requirements.

Source-of-funds checks are separate

This is the distinction most customers get wrong. Age verification, identity verification and source-of-funds checks are three different things with three different triggers. Source-of-funds evidence is an anti-money-laundering matter. The Commission's guidance on source-of-funds evidence, published 28 November 2023, sets a threshold in the licensing context: evidence is required where the individual has provided £50,000 or more of the funding for an acquisition or for ongoing investment. Financial verification, including source-of-funds checks, appears in the Commission's player-facing guidance on age and ID verification as a separate strand from the pre-gamble age gate. So a request for bank statements is not a delayed age check. It answers a different question.

What happens if age verification fails

The Commission's consultation material on age and identity verification is direct about the consequences. A licensee cannot permit a customer to withdraw winnings until age verification has been completed. Money can go in and be staked only after the gate is passed, and it cannot come out before it. If it turns out the customer is underage, the licensee must return the customer's stake. Until the check clears, the account cannot be used to gamble. That is the whole point of the condition.
